Remodeling and additions across the Bay Area
Tulip has designed and built homes in Los Angeles since 2019, with a team that brings more than 20 years of experience. Our Bay Area team, based in Los Altos, brings the same process here: one project leader, a written price and timeline, and a supervisor on site every working day.
Most of our reviews come from Los Angeles clients; we're earning more in the Bay Area now.

Design review
Design review differs from city to city
| City | Second-story or exterior review | Notes |
|---|---|---|
| Palo Alto | Two-story objective design standards (since February 2025) for new two-story homes and second-story additions of 150 sq ft or more, or Individual Review if the owner prefers | The owner chooses the path; Individual Review adds a 21-day neighbor comment period |
| Menlo Park | No separate design review for most single-family homes; a Planning Commission use permit is needed for two-story work on substandard lots and for larger remodels of nonconforming houses | Heritage tree permits can shape the footprint |
| San Mateo | Single Family Dwelling Design Review for new two-story homes, replacement homes and any second-story addition to a one-story house | Pre-application meeting and notice to neighbors within 500 ft; small additions to an existing two-story house can go by building permit |
| Los Altos | New two-story homes, one-to-two-story conversions and one-story homes over 20 ft go to a noticed Zoning Administrator meeting (rewritten 2025) | One-story homes and additions 20 ft tall or less get staff review; ADUs are exempt from design review |
| Burlingame | Most second-story additions go to the Planning Commission for design review | Additions of 200 sq ft or less that match the roof and stay under the existing ridge are exempt; altering half or more of the first-floor exterior walls also triggers review |
| San Carlos | Staff compliance review against objective design standards | Hillside overlay rules on lots averaging 20% slope or more; deviations from the standards go to the Planning and Transportation Commission |
| Saratoga | Staff-level design review for new homes and second-story additions, checked against the city's single-family design standards | Neighbors within 250 ft get notice and 15 days to comment; some alternative designs go to the Planning Commission |
| Eichler neighborhoods | Single-story overlays in some Palo Alto, Sunnyvale and Mountain View Eichler tracts, where a second story isn't allowed | Palo Alto adds objective Eichler standards for two-story work; Sunnyvale reviews changes against its Eichler Design Guidelines |
Each row is a starting point, current as of October 2026; we confirm the rules for your address during feasibility.

FAQ
Questions about Tulip in the Bay Area
Are you really local?
Our Bay Area team is based in Los Altos and works across the Bay Area. We're also new here: Tulip has worked in Los Angeles since 2019, with a team that brings 20+ years of experience, and most of our reviews and finished projects come from LA clients. We're building local ones project by project.
Which parts of the Bay Area do you serve?
All nine Bay Area counties: the Peninsula and the coastside, Silicon Valley and San José, San Francisco, the East Bay and the Tri-Valley, and the North Bay. Our Bay Area team is based in Los Altos.
Who handles permits and design review in Bay Area cities?
We do. Each city has its own building division and design review rules, such as Palo Alto's two-story standards and optional Individual Review for second stories; we prepare the submittals, respond to comments and meet the inspectors.
Can I see work you've done in the Bay Area?
Yes. Projects on our site are labeled with where they were built, and our Bay Area kitchens, bathrooms and whole-home work are marked Bay Area. See Our Work.

Let's plan your project
- Tell us about your projectAnswer a few quick questions about your home, the project, your budget and your timing. It takes about two minutes, and we reply within one business day.
- Free in-home consultationA Tulip project leader visits, walks the space with you and talks through your goals, budget and what your city will require. The visit takes about 45–60 minutes (up to 90 for larger projects), with no pressure and no obligation.
- A price, then design and contractAfter the visit we send a written summary with an approximate price and timeline, usually within 2–3 business days (4–7 for larger projects). We then develop the design with 3D renderings and set the final price in your contract, with payments tied to completed work. Nothing is ordered or built until you approve it in writing.
We reply within one business day.
